That is creepy! And not because it's in a cemetery. Those big eyes, those big teeth, ... is there a wolf lurking?
I assume the eyes were a joke, some kind of sticker things that some kids put thereif they're intended to be part of the statue then that's a shamethe statue is lovely - the eyes are absurd

I suspect that some one painted the eyes on these. If so that is sad. It takes away from the beauty of the statue and what it means. Worst case, who ever did it thought it would make it look more life like.
I hope, as Dianne said, this was the work of some mischievous kids and those eyes were not intended to actually be there
