I lived in New Orleans for one Mardi Gras season and, yep, it looked just like that!!

What a mess!
It is the same thing in Welland after a parade.
Rubbish all over the place and the only ones trying to at least clean it up are the sea gulls!
The city does not want to pay the public workers double time and a half to clean up the mess!
So they wait until Monday.
